Pratt recommended that the Permanent International Peace Bureau would receive annual support from the Norwegian Nobel Committee and thereby secure the Peace Bureau's continued existence. He reckoned that the tireless peace efforts of the Peace Bureau and its general secretary Élie Ducommun deserved recognition in the form of a secure financial foundation at the core of the Peace Bureau's peace work.
