Motivation: | Lord Cecil was one of the principal drafters of the League of Nations Covenant (1919). He contributed greatly to the establishment of the League's institutions and he took a leading role in the its activities. Already in 1916 he had begun to draw up an international peacekeeping agreement, and in 1919, when he attended the Paris Peace Conference, his ideas proved generally compatible with those of President Woodrow Wilson. |
