Motivation: | Hull was nominated for his efforts to improve relations between the USA and Latin America. He encouraged détente and a spirit of peace on the American continent through his Pan-American policy, the so-called "Good Neighbor Policy". Roosevelt emphasized Hull's efforts to lower tariff barriers by the application of reciprocal trade agreement methods. |
